Permits

Does a container home need a permit?

In most cases of permanent residential use, yes. Portugal's new regime, approved by Decree-Law 108/2026 and in force since 3 August 2026, defines a building regardless of construction system. Repealing the former article 1-A created no exemption for modular. See the full guide.

Which procedure applies to my case?

It depends on the use, the permanence, the integration into the ground, the foundations, the utility connections and what the municipal plan allows at that location. The possible routes are a full permit, a prior notification or, at study stage, a preliminary information request.

What is a preliminary information request and is it worth it?

It is a formal question to the council about the viability of the operation. A favourable answer binds the authorities and is valid for two years, with one possible confirmation and a further year. It is always worth doing before buying land.

What are the risks of installing without a permit?

Embargo, suspension of use, administrative offence and fine, imposed corrective works, an obligation to legalise, and ultimately removal or demolition at the owner's expense. Add the practical impossibility of registering, financing or selling. And some operations simply cannot be legalised.

Do I need a permit for a garden office?

Usually yes, though via the simpler prior notification route. A module resting on pads, connected to utilities and in continuous use tends to be treated as a building. There is also the development ratio in the municipal plan, which may already be used up by the existing house.

Does a modular home pay property tax?

Yes. As a fixed property with a permanent character it must be registered at the land registry, entered in the tax register and pays municipal property tax, as Santander notes.

Prices and financing

How much does a container home cost in Portugal?

It depends on six things: the model and the area, the finish level, transport to the plot, the foundations, the connections to the mains and permitting in your municipality. Only the first of those leaves our factory. We do not publish a list because an average figure serves nobody: we ask you for a few details and give you the whole figure back, item by item. What is the cost per square metre?

The larger the area, the lower the cost per square metre, because the structure, the services and the transport are spread further. A figure per m² on its own is misleading, because it says neither what is included nor what still has to be added. See what goes into each item.

What is not included in the price?

Land, design fees and permit charges, foundations and site preparation, water, power and drainage connections, transport and installation. These items are carried out by firms in your own country and we take no margin on them; we tell you honestly what to budget for in each one. See the whole figure.

Can I use a mortgage?

Yes, if the house is fixed, permitted, holds an occupancy certificate and is registered on land with authorised residential use. Mobile or unpermitted units are not accepted as bank security.

How is payment structured?

30% on signature, 40% at the start of production, 25% with the module complete before transport and 5% on handover after installation and acceptance.

Is there a discount for several units?

Yes, a sliding discount from three identical units, up to around 12% on series above ten modules.

Construction and performance

How is a container home insulated?

With 80 mm sprayed polyurethane or 100 to 140 mm mineral wool on an independent frame, a vapour barrier and thermal bridges cut at corners and junctions. Our models achieve wall U-values between 0.20 and 0.29 W/m²K.

Does it get very hot in summer?

No, with adequate insulation, low-e double glazing and shading on south-facing openings. Behaviour is equivalent to a new class A building.

What foundations are needed?

Isolated concrete pad footings or a light raft slab on most firm ground. Made ground, expansive clay or steep slopes may require short piles or retaining works.

Does it withstand earthquakes and high winds?

Structures are verified to Eurocode 3, with the seismic and wind zone of the specific location entered into the calculation. Steel in fact behaves favourably in earthquakes thanks to its ductility.

Can it have two storeys?

Yes. Containers are designed to stack under load. What needs calculation is the connection between modules and any cantilevers. Our ML-120 Duplex stacks four modules with a 2.4 m cantilever.

How long does it last?

With proper corrosion protection, continuous insulation and normal maintenance, several decades — comparable to any steel construction. We give a 10-year structural and weathertightness warranty.

What maintenance does it need?

Annual inspection of roofs, gutters and seals; a check of external cladding every two to three years; and repainting of coated panels every ten to fifteen years in marine environments. Corten is never painted.

Is it noisy when it rains?

No, because the roof carries insulation, a membrane and a screed layer rather than being exposed sheet metal. Our reference airborne sound insulation for the façade is Rw 45 dB.

Process

Lead times, delivery and customisation

How long from contract to keys?

Four to nine months, with municipal permitting the dominant variable. Manufacturing and installation, which we control, take 26 to 114 days.

Can I change the model layouts?

Yes, within the structural logic of the module. Moving partitions and swapping rooms is normal; changing module width or column positions requires new calculations and affects price and lead time.

Do you work with my architect?

Yes. We run a modular compatibility analysis of the design and set out the adaptations needed for it to be manufacturable as transportable modules.

Can I visit the factory?

Yes, and one visit during production of your module is included in the price.

Do you deliver outside Portugal?

Yes, in ten European countries. See countries, lead times and transport costs.

Can the house be moved to another plot later?

Technically yes: modules can be disconnected, craned out and reinstalled. Legally, both the removal and the new siting have to be notified and permitted.

What happens if my plot does not work?

We tell you in the assessment report, before any contract or payment. We would rather lose a sale than install a module on land that does not allow it.

Do you supply the module only, without installation?

Yes, ex-works, for clients with their own crew or a local contractor. In that case we supply the full technical dossier for foundations, connections and assembly sequence, but the installation warranty is not ours.
